Evaluation of measures for education for sustainable development (ESD) by the HMUKLV

A negative change in global climate has been evident and noticeable for years. It has been proven that the proportion of greenhouse gases in the atmosphere is increasing and has led to a warming of both the atmosphere and the oceans. We are witnessing extreme weather events with increasing frequency. Climate policy is faced with the task of securing the climate for the future and mitigating climate change. The Hessian state government has set itself this task.

In 2017, a climate protection concept was adopted in the form of the "Integrated Climate Protection Plan Hesse 2025" (IKSP). The climate plan runs until 2030 and aims to make Hesse climate-neutral by 2050. The IKSP contains measures for climate protection and adaptation to the consequences of climate change. Within the framework of the IKSP, projects are to be expanded, rolled out across Hesse, and made permanent, and new approaches are to be developed and tested. In addition, the Hessian Ministry for the Environment, Climate Protection, Agriculture, and Consumer Protection (HMUKLV) signed the ESD Pact with 15 regionally active environmental education and sustainability centers, and education for sustainable development (ESD) was enshrined in the Hessian School Act as a special educational and training task.

The ESD Pact should ensure that the ESD educational landscape in Hesse is promoted and that the services offered by environmental and sustainability centers on environmental and sustainability issues are secured.

The Chair of General Pedagogy and Educational Research at LMU Munich is responsible for evaluating the HMUKLV's measures for education for sustainable development (ESD) using climate education measures as an example. In a multi-method research design, interviews with those responsible for individual measures and sub-projects are conducted and evaluated, existing data sets are evaluated, and document analyses are carried out.

The focus is on:

  • the assessment of the status quo of ESD promotion by the HMUKL
  • determining the results and benefits of the funding measures with regard to the participating institutions
  • Identifying observable changes in the thinking and behavior of teachers, students, and at the school cultural level
  • the overall assessment of the conditions for success and obstacles to the communication of specialist topics by the HMUKLV
  • Suggestions for optimization and further courses of action
